The Independent Remuneration Board of the Senedd has published its final Determination for the Seventh Senedd, completing a multiyear review of the financial support and resources available to Members and their staff for the next parliamentary term.
The final Determination is designed to be clearer, more accessible and more transparent, and supports Members in carrying out their roles effectively while ensuring value for money.
The Determination reflects extensive evidence gathering and engagement conducted throughout the Sixth Senedd, including three public consultations, stakeholder input, and detailed analysis to meet the needs of a Senedd with 96 Members, new electoral boundaries and ways of working.
The Chair of the Independent Remuneration Board, Dr Elizabeth Haywood, said:
“We are pleased to publish the final Determination for the Seventh Senedd.
“Our aim throughout has been to ensure that Members and their staff have the right remuneration and support to meet the demands of a changing Senedd. Members play a vital role in our democracy and we provide staffing and business costs so they are able to do their job in holding the government to account, making Welsh laws, agreeing Welsh taxes and engaging with and representing their constituents.”
“The Determination offers the flexibility required to respond to the Senedd’s future needs, along with proportionate safeguards and clear structures to ensure the system remains transparent, robust and sustainable.”
“Our decisions seek to maintain accountability and represent value for money for the taxpayer, set in the context of the wider financial circumstances of Wales”.

The Board confirmed its decisions on Members’ and staff pay for the Seventh Senedd in July 2025.
The Board is an independent body responsible for ensuring Members of the Senedd have the appropriate remuneration and resources available to them to undertake their role. This includes setting the salaries of Members as well as their other financial support such as staffing and office costs.
The Board’s work is underpinned by a set of clearly defined principles:
- financial support and remuneration for Members should support the strategic purpose of the Senedd and facilitate the work of its Members;
- decisions must be appropriate within the context of Welsh earnings and the wider financial circumstances of Wales;
- the system of financial support for Members must be robust, clear, transparent, sustainable, inclusive, and represent value for money for the taxpayer.
