The Independent Remuneration Board of the Senedd 2025 – present
Consultation on the Draft Determination for the Seventh Senedd
The Board held a consultation from 15 December 2025 to 4 February 2026, to seek views on the new simplified draft Determination for the Seventh Senedd. The consultation also included a limited number of policy proposals and inflationary uplifts to salaries and budgets for 2026-27.
The Board will review consultation responses at its February and March meetings and any decisions will be reflected in the Board’s final Determination, which will take effect from the outset of the Seventh Senedd.
Proposal to extend the staff pay and grading review implementation deadline
All Members of the Senedd received a letter on 22 December 2025 following issues and concerns raised regarding the challenges of implementing the pay and grading framework before the start of the Seventh Senedd term.
The Board held a consultation from 22 December 2025 to 16 January 2026, to seek views on whether the deadline for implementation of the pay and grading framework should be extended to 30 June 2026.
The Board met on Wednesday 21 January to discuss the consultation responses received. Further information regarding decisions the Board made on this, and other matters, can be found in their decision letter for the January Board meeting.
The Board has subsequently published an exceptional Determination statement under section 14(4) of the National Assembly for Wales (Remuneration) Measure 2010.
Review of the Determination for the Seventh Senedd: Consultation Part Two
The Board consulted on a number of proposals as part of it's Part Two review of the Determination for the Seventh Senedd.
This consultation closed on 4 June 2025.
The Board published its Report on the Part Two Consultation for the Seventh Senedd Determination on 29 July 2025.
Consultation on the annual review of the Determination: proposals for 2025-26
The Board consulted on a number of proposals as part of its annual review of the Determination.
This consultation closed on 19 February 2025.
Review of the Determination for the Seventh Senedd: Consultation Part One
The Board consulted on a number of proposals as part of it's Part One review of the Determination for the Seventh Senedd.
This consultation closed on 6 December 2024.
The Board published its Report on Part One Consultation for the Seventh Senedd Determination on 28 March 2025.

Consultation on the annual review of the Determination for the Sixth Senedd
The Board consulted on a number of proposals as part of its annual review of the Determination for the Sixth Senedd.
The consultation closed on 11 February 2021.
Consultation on draft Determination for the Sixth Senedd
The Board consulted on a number of proposals for the Sixth Senedd Determination.
The proposals were the final stage of the Board’s complete review of remuneration and financial support for Members. The proposals included no increase in Members’ base pay level, other than annual indexation as per the current arrangements and changes aimed at reducing barriers to standing for election, including arrangements for additional support for Members on parental leave.
The consultation closed on 24 March 2020.

On 11 July the Board launched a public consultation on its proposals arising from part two of its Review of the Determination for the Sixth Assembly. The consultation closed on Friday 11 October 2019.
